Who files the COFEPRIS import permit?
The receiving Mexican clinic does. It secures the permit under its own COFEPRIS registration before the courier travels. We coordinate with that clinic and carry the shipment-side documents, but we do not file the permit ourselves, and neither do you.

Mexico requires a COFEPRIS sanitary import permit before human reproductive material can enter the country. It is applied for by the receiving Mexican clinic, under that clinic's own COFEPRIS registration, through the Mexican import process. A courier cannot file it and neither can you.
We say this plainly because it decides your date, and because anyone who tells you they will obtain the permit for you is describing something the clinic has to do. What we do is prepare and carry the shipment-side documentation, and work directly with both laboratories so their paperwork lines up.
